The objective of this Programme is to enhance social and economic
conditions in the maritime industry as a whole and particularly for seafarers
as part of ILOs objective aimed at "promoting opportunities for men
and women to obtain decent and productive work, in conditions of freedom, equity,
security and human dignity". This objective is articulated in the concept
of Decent Work, which
has received unanimous support of ILOs tripartite constituents. The Director
general of the ILO has officially launched the Programme during the opening ceremony
of the 29th session of the Joint maritime Commission, which took place in January
2001.
The objective of this Programme is to enable governments and
port authorities of developing countries to establish effective and systematic
portworker training schemes, designed to improve cargo-handling performance, working
conditions and practices, safety and the status and welfare of portworkers. The
means of accomplishing this objective is the preparation of centrally produced
training material. So far the material prepared covers container terminal portworkers
designed in such a way that it will enable the preparation of an open-ended series
of self-contained but interrelated units of instruction by recognized experts
in the field of port training working together with a team of subject-matter experts.
