Creating opportunities for decent and productive employment for women and men is a global challenge, especially in the context of economic and financial crisis that has drastically increased the levels of unemployment, informality and poverty.

Project background

The International Labour Organization (ILO) with funding support from the Government of Sweden agreed to support already identified ‘target’ and ‘pipeline’ developing countries that prioritize promotion of employment goals and targets in their national development strategies and/or that undertake to develop and review national employment strategies. ILO support is provided through policy advice, facilitation of policy dialogue on policy options, institutional strengthening and generation of knowledge, practical tools, good practice reviews and evaluation of effective policies in the above areas, including youth employment and transition to formality.

Project strategy

The ratification process of ILO Convention No. 189 – Domestic Workers Convention, 2011 (No. 189) was spearheaded by the Department of Labor and Employment (DOLE), in coordination with the Office of the President, Senate of the Philippines, Department of Foreign Affairs (DFA), in collaboration with and support of the Domestic Work Technical Working Group (DWTWG) and the ILO. The DWTWG came up with an action plan and launched mass-media, public campaigns and conducts regular consultations for the implementation of Convention No. 189 and the passage of Kasambahay (Domestic Workers) Bill.
