The evaluation process

IPEC is implementing an evaluation strategy that covers the whole programme and project cylce from planning, design, monitoring, evaluation and knowledge building.

A series of methodologies, tools and guidelines have been developed by IPEC's Design, Evaluation and Documentation (D.E.D.) section to support the work of IPEC. Many of these are not specific to IPEC, but could be useful to partners working on interventions against child labour.

For monitoring aspects, D.E.D. provides methodological support to monitor in IPEC but the responsibility for monitoring is with the various levels of management within IPEC.

As part of contributing to the knowledge base on action against child labour, IPEC provides access to its evaluations and its lessons learned.

IPEC carries out the following type of evaluations:

  • Thematic evaluations of a comparative, cross project nature - essential input to knowledge building in specific themes;
  • Global and Programme evaluations of a series of interventions or projects that are linked through a common modality, source of funding or common management;
  • Project evaluations of individual projects as per ILO policies and procedures and mandated in the project documents;
  • Action Programme evaluations of components of projects implemented by a specific local implementing partner.
