Employment-Intensive Investment Programme activities in South Sudan

Historical Information

Before the Republic of Sudan’s Referendum for independence in 2011, the ILO worked extensively on emergency infrastructure response operations, though with the growing potential for peace, this changed. The Government of Sudan and the Sudanese Peoples Liberation Movement (SPLM) geared up to recovery and reconstruction, in which development of infrastructure and capacity building featured prominently.

During the years of intense conflicts, local communities carried out emergency infrastructure rehabilitation activities, with support from the World Food Programme through a Food for Work approach, among others. The prospects for peace improved the feasibility of more developmental approach to infrastructure rehabilitation and rehabilitation, which, by using local labour including internally displaced persons (IDPs), will also contribute to peace building. A key priority is the capacity building up of government institutions. At the request of the United States Agency for International Development (USAID) and the Sudan Southern Sector, Secretariat for Physical Infrastructure, the ILO’s Advisory Support, Information Services, and Training Programme in Africa (ASIST) carried out an assessment of labour-based training programme for county-based road supervisors.
