Montenegro ratifies the Labour Relations (Public Service) Convention, 1978 (No. 151)

Montenegro becomes the 56th member State of the ILO to ratify Convention No. 151

On 9 April 2019, the Government of Montenegro deposited the instrument of ratification of the Labour Relations (Public Service) Convention, 1978 (No. 151), marking a significant step towards further realizing decent work, freedom of association and sound labour relations in the Montenegrin public service and contributing to the ILO Centenary Ratification Initiative.

The ratification of Convention No. 151 highlights the resolve of the Montenegrin Government, as the largest employer in the country, to serve as a model employer in a strong public sector with effective social dialogue. This important milestone, achieved through tripartite dialogue, is the culmination of a decade-long process of extending the right of public servants to participate in the determination of their working conditions.

Montenegro becomes the 56th member State of the ILO to ratify Convention No. 151, which seeks to guarantee for all public employees the effective protection of the right to organize, facilities to be granted by the government to public employees’ organizations, procedures for determining terms and conditions of employment with the participation of public employees’ organizations, dispute resolution mechanisms, as well as civil and political rights.

Convention No. 151 will come into force for Montenegro on 9 April 2020 that is, one year after its ratification.
