    As a result of anticipated changes in the age of retirement provided for in the Regulations of the United Nations Joint Staff Pension Fund, all member organizations of the Fund, including the ILO, are required to reflect in their Staff Regulations the age of retirement that will apply to officials recruited after 31 December 2013. The Governing Body is invited to amend article 11.3 of the Staff Regulations accordingly (see the draft decision in paragraph 10).

    This document provides a summary of research on discrimination that workers may face on the basis of their sexual orientation and gender identity, and of an internal survey on attitudes toward lesbian, gay, bisexual and transgender workers at the ILO.

    Regional perspectives on technical cooperation: Latin America and the Caribbean

    This document examines the development of the ILO’s technical cooperation programme in Latin America and the Caribbean from 2002 to the present, analysing trends and perspectives. The Governing Body is invited to request the Office to submit at its 322nd Session (October 2014) a resource mobilization strategy for the region, to be considered in the context of the review of the ILO’s global technical cooperation strategy (see the draft decision in paragraph 37).

    Second Supplementary Report: Establishing a central Research Department

    In order to meet the expectations of constituents for the ILO to upgrade the quality of the analytical and empirical foundations of the technical work of the Office while achieving maximum efficiency, the Director-General has decided to create a central Research Department and proposes that the International Institute for Labour Studies (IILS) be dissolved and that its staff and resources be merged into the new Research Department to ensure the necessary critical mass. The Governing Body is invited to decide to dissolve the IILS and merge its staff and resources into the central Research Department, taking the steps necessary to direct the use of its funds and assets, and accordingly to include an item on the agenda of its March 2014 session to decide on the disposition of funds and assets that remain in IILS accounts (see the draft decision in paragraph 17).

    The Governing Body of the ILO is invited to recommend the tripartite constituents, and to request the Director-General, to support a six-point strategy for further work on a post-2015 sustainable development framework (see the draft decision in paragraph 24).

    Proposed 2014-15 budgets for extra-budgetary accounts: International Occupational Safety and Health Information Centre (CIS)

    Taking into account the long-term decline in extra-budgetary funding for the International Occupational Safety and Health Information Centre (CIS) and the integration of the Centre’s activities into the ILO programme and budget, the Governing Body is invited to authorize the Director-General to use at his discretion the funds available in the CIS extra-budgetary account and any future extra-budgetary income received to promote and enhance the occupational safety and health (OSH) activities of the ILO (see the draft decision in paragraph 6).

    ILO’s technical cooperation programme: Trends and perspectives since 2000

    This paper: (a) traces the evolution of the ILO technical cooperation (TC) programme since the adoption of the Millennium Development Goals (MDGs) in 2000 in light of the profound changes in the international development context; (b) contributes to the revision of the TC strategy to be discussed during the 322nd Session of the Governing Body; and (c) discusses the ILO’s role in development cooperation and its TC policy in the post-2015 period. The Governing Body may wish to request the Office to: (a) enhance the participation of constituents in DWCP and TC programming; and (b) ensure active ILO participation, and involvement of the constituents, in global development partnerships (draft decision, paragraph 38).

    Enhanced programme of technical cooperation for the occupied Arab territories

    The report highlights ILO responses to address the situation of workers in the Occupied Palestinian Territory, taking into account the severe socio-economic challenges facing the Palestinian people. It highlights the progress and achievements made in key areas, including: promoting labour rights and improved labour market governance; enhancing employment and livelihood opportunities for Palestinian women and men; and supporting the development of a comprehensive social security system. Building on the progress made and lessons learnt in these areas, the ILO and its tripartite constituents developed a Decent Work Programme (DWP) that will be launched in the last quarter of 2013. The DWP will support ongoing national efforts to sustain social cohesion, justice and equality through a more integrated and coherent approach, while ensuring alignment with the National Development Plan, sectoral strategy of the Ministry of Labour, and the first United Nations Development Assistance Framework for the State of Palestine (2014–2016) which is expected to be launched soon.
