    Results of the implementation of the ILO Action Plan for Gender Equality 2016–17, and outline of the subsequent ILO Action Plan

    This paper summarizes the implementation results of the ILO Action Plan for Gender Equality 2016–17 and sets out the proposed elements for the subsequent ILO Action Plan, including several new indicators along with revised ones contained in the UN-SWAP 2.0. The Governing Body is invited to provide guidance on the finalization and implementation of the ILO Action Plan for Gender Equality 2018–21, including with respect to monitoring and reporting. It is also invited to request the Director-General to take into consideration its guidance in pursuing the ILO’s mandate to promote gender equality in the implementation of the ILO Strategic Plan and the corresponding programme and budgets, and in facilitating extra-budgetary resources (see the draft decision in paragraph 23).

    Reform of the United Nations: Implications for the ILO

    The reform of the United Nations development system (UNDS) is likely to have important implications for ILO activities at global, regional and country levels. Further to the decision taken at the 329th Session regarding the implementation of the 2016 Quadrennial Comprehensive Policy Review (QCPR) resolution, it is therefore proposed that the Governing Body discuss the UN Reform Agenda and most particularly the proposals for reform contained in the UN Secretary-General’s report “Repositioning the United Nations development system to deliver on the 2030 Agenda: our promise for dignity, prosperity and peace on a healthy planet” submitted on 20 December 2017. If adopted by the Economic and Social Council (ECOSOC) and the UN General Assembly, these proposals would require close consideration by the Governing Body. This paper summarizes the proposals and highlights some of the possible implications for the Organization. The actual scope and extent of the reform measures will become clearer only as intergovernmental negotiations advance over the coming months. The paper should be read in conjunction with the Secretary General’s report.

    Proposed form for reports to be requested under article 19 of the ILO Constitution in 2019 on a number of instruments on employment promotion through the regulation of the employment relationship

    In the present document, the Governing Body is invited to request governments to submit in 2019, under article 19 of theILO Constitution, reports on certain instruments relevant to the strategic objective of employment: the Employment Policy Convention, 1964 (No. 122),the Vocational Rehabilitation and Employment (Disabled Persons) Convention, 1983 (No. 159),the Home WorkConvention, 1996 (No.177),the Vocational Rehabilitation and Employment (Disabled Persons) Recommendation, 1983 (No. 168), the Employment Policy (Supplementary Provisions) Recommendation, 1984 (No. 169),the Home Work Recommendation, 1996 (No. 184),the Employment Relationship Recommendation, 2006 (No. 198),and the Transition from the Informal to the Formal Economy Recommendation, 2015 (No.204),with a view to the preparation of the General Survey by the Committee of Experts on the Application of Conventions and Recommendations in 2019 and its discussion by the Conference Committee on the Application of Standards in 2020; and to approve the corresponding report form (see the draft decision in paragraph 5).

    This document contains the final report of the Tenth European Regional Meeting, which met in Istanbul, Turkey, from 2 to 5 October 2017. Appendix I contains the conclusions of the Meeting: the Istanbul Initiative, and Appendix II contains the report of the Credentials Committee, which the Meeting requested, in accordance with article 9, paragraph 4, of the Rules for Regional Meetings, 2008, be brought to the attention of the Governing Body. The Governing Body is invited to consider the draft decision in paragraph 213.

    The Credentials Committee was appointed by the Tenth European Regional Meeting at its first sitting and met on 2 and 3 October 2017, in conformity with article 9 of the ILO Rules for Regional Meetings (2008), to examine the credentials of the delegates and their advisers attending the Meeting, as well as any objections to credentials, complaints concerning the non-payment of travel and subsistence expenses of delegations, and other communications.

    ILO South–South and triangular cooperation and decent work: Recent developments and future steps

    This document reports on the implementation of the ILO South–South and triangular cooperation (SSTC) strategy adopted by the Governing Body in March 2012, and proposes future SSTC steps, with a view to informing the forthcoming general discussion on effective development cooperation in support of the Sustainable Development Goals (SDGs) at the 107th Session (2018) of the International Labour Conference. The decision requests the Office to take into account the initial guidance provided in the current Governing Body discussion on SSTC, as well as the recommendations for future steps, in the forthcoming general discussion on effective development cooperation in support of the SDGs at the 107th Session (2018) of the International Labour Conference (see draft decision in paragraph 23).

    Sectoral meetings held in 2017 and proposals for sectoral work in 2018

    The Governing Body is invited to take note of the reports of two meetings held in the second half of 2017 (see section I), to authorize respective follow-up, including the publication of the code of practice on safety and health in opencast mines, and to endorse the proposals made in section II in relation to upcoming sectoral meetings (see the draft decision in paragraph 11).

    Follow-up to the IV Global Conference on the Sustained Eradication of Child Labour (Buenos Aires, 14–16 November 2017)

    This paper: (a) reports on the IV Global Conference on the Sustained Eradication of Child Labour, held in Buenos Aires from 14 to 16 November 2017, and its key outcomes; (b) proposes endorsement of the main Conference outcome document (the Buenos Aires Declaration on Child Labour, Forced Labour and Youth Employment) to ensure its implementation in conjunction with the ILO Plan of Action for the period 2017–23 to give effect to the conclusions concerning the second recurrent discussion on fundamental principles and rights at work, adopted by the International Labour Conference in June 2017; (c) reconfirms the ILO’s commitment to the elimination of child labour and forced labour; and (d) invites the Governing Body to thank the Government of Argentina and the Argentine social partner organizations for hosting the IV Global Conference (see draft decision in paragraph 25).
