    Update on the Human Resources Strategy 2018–21. Agility, engagement and efficiency

    At its 331st Session (October–November 2017), the Governing Body approved the ILO’s Human Resources (HR) Strategy for the period 2018–21. In line with the ILO’s Strategic Plan for 2018–21, the HR Strategy is aimed at strengthening and developing an efficient, effective and results-based HR function for an agile and responsive ILO. The purpose of this document is to provide an update on progress in the implementation of the HR Strategy and to seek guidance from the Governing Body.

    Mid-term report on the implementation of the ILO Action Plan for Gender Equality 2018–21

    This document sets out the action taken based on the three-point decision adopted in March 2018 by the 332nd Session of the Governing Body concerning the ILO Action Plan for Gender Equality 2018–21. It recounts how the Action Plan was finalized and implemented, summarizes the results of monitoring at midpoint of implementation, and provides details about the Governing Body’s request that the Director-General take into consideration its guidance in pursuing the ILO’s mandate to promote gender equality in implementing the ILO Strategic Plan 2018–21 and the two corresponding programme and budgets, and in facilitating extrabudgetary resources. Guidance is sought at this stocktaking milestone on implementing the 2020–21 phase of the Action Plan, and the proposed approach of the subsequent Action Plan, taking into account the United Nations reform (see the draft decision in paragraph 27). Note: The consideration of this item was deferred from the 338th Session (March 2020) of the Governing Body. The content of the document is the same as GB.338/INS/7. In version "Rev.1" of 15 October 2020, the draft decision has been corrected.

    This document contains the final report of the 14th African Regional Meeting, which was held in Abidjan, from 3 to 6 December 2019. Appendix I contains the conclusions of the Meeting – Abidjan Declaration. Advancing Social Justice: Shaping the Future of work in Africa – Appendix II contains the report of the Credentials Committee and Appendix III contains the implementation plan supplementing the Abidjan Declaration. The Governing Body is invited to consider the draft decision in paragraph 232. In version "Rev.1" of 14 October 2020, the draft decision has been corrected and the implementation plan supplementing the Abidjan Declaration has been inserted as Appendix III.

    ILO Development Cooperation Strategy 2020–25

    This document presents the ILO’s Development Cooperation Strategy for 2020–25. It follows up on the resolution, adopted at the 107th Session (2018) of the International Labour Conference, concerning effective ILO development cooperation in support of the Sustainable Development Goals, and the subsequent discussion by the Governing Body at its 334th Session (October–November 2018) of a plan of action for the preparation of an ILO Development Cooperation Strategy for 2020–25. This Strategy takes account of some key issues that have emerged in the development cooperation landscape, including the impact of the COVID-19 pandemic on the world of work and the implementation of the UN reform. It operationalizes the principles and road map contained in the 2018 resolution on the basis of the four focus areas identified by the Governing Body. The Strategy contributes to realizing programme and budget outcomes and consequently to the implementation of the ILO Centenary Declaration. The Governing Body is invited to endorse the proposed strategy and to request the Director-General to take into account its guidance in the implementation of the Strategy (see the draft decision in paragraph 52).

    COVID-19 and the world of work

    This document has been prepared to support consideration by the Governing Body of how the humancentred approach articulated in the ILO Centenary Declaration for the Future of Work might best be brought to bear on the extraordinary challenges of recovery that the COVID-19 crisis poses to the world of work. In view of the urgency and dimension of the current circumstances, it makes the case for framing the ILO’s contribution to the recovery within an overarching initiative to facilitate an integrated response to the crisis (see the draft decision in paragraph 44).

    Programme and Budget for 2020–21: Regular budget account and Working Capital Fund

    This paper provides information on the position of 2020–21 income and expenditure as of 31 August 2020. For the eight-month period ending 31 August 2020, contributions received were US$290,216,762 and expenditures recorded were US$227,139,101. In accordance with article 21.2(a) of the Financial Regulations, arrears of contributions received in 2020 were used to fully reimburse the Working Capital Fund and the internal borrowing, to cover the 2018–19 deficit of US$74,504,270. Following the reimbursement of the Working Capital Fund and internal borrowings the excess of expenditure over income as at 31 August 2020 was US$11,426,609 at the budget rate of exchange of 1.00 Swiss franc to the US dollar. In accordance with Financial Regulations, this amount was covered by the Working Capital Fund.
