Call for applications - Contractor training 2021 - Deadline Extended to 24th January 2021

International Labour Organization (ILO) PROSPECTS, Turkana County government, Kenya Institution for highways and Building Technology (KIGBT/KTC)

The International Labour Organization (ILO), PROSPECTS Project Kenya is a Dutch Partnership Programme focused on fostering inclusive social economic growth for host communities and refugees implemented in Turkana County in in collaboration with the Turkana County Government jointly with UNHCR, UNICEF, IFC and the World Bank. The ILO is contributing towards increasing opportunities for refugees and host community people to access livelihood and/or employment in safe/decent work through skills and enterprise development and infrastructure investments.

ILO has contracted KIHBT to conduct training of contractors and their site supervisors on labour-based roadworks in Turkana County. The Contractors Managing Directors and Site supervisors will be trained on gravel and low-volume sealed (LVS) road rehabilitation/spot improvements and maintenance using labour-based methods and also to manage their businesses efficiently. Following the training the successfully qualified contractors will be eligible to tender to undertake such works using labour-based methods.

The ILO, the County Government of Turkana and KIHBT invite local construction firms to apply for consideration for training. Applicants must meet the following minimum criteria for selection:
  1. Construction firms must be currently registered with NCA in Class 7 – 8 for road works. Contractors registered in Classes 1 to 6 are excluded from applying.
  2. Construction firms must be prequalified in the current financial year by the County.
  3. Each construction firm must nominate one Managing Director and one Site Supervisors for training available to attend the full length of the duration of the training.
  4. The Managing Director should be able to communicate in English and Kiswahili. Additional technical or professional training will be an added advantage.
  5. The Site Supervisors must have minimum of C plain in KCSE or have college qualifications from recognized training institutions.
The training will be conducted in Kakuma, West Turkana Sub-County. Training duration and dates:
  • Contractor Managing Directors course – 3 weeks. Dates: 15th February – 3rd March 2021
  • Site Supervisors course 5 weeks. Dates: 15th March – 16th April 2021
All trainees will be required to be attend the full length of the training. A certificate from KIHBT will be issued only to participants who successfully complete the training.

The training comprises both classroom and practical sessions. Trainees will be provided with full-board accommodation and meals. Transport to the training venue in West Turkana and any out-of-pocket allowances should be provided by the construction company. The training will be conducted in adherence to the government stipulated measures to restrict spread of COVID-19 and trainees provided with safety and health personal protective equipment.

Only firms from which both the Managing Director and one Site Supervisors successfully complete the above training will be eligible to tender alongside existing qualified contractors for contracts for labour-based rehabilitation/spot improvement works.
