Workshop on Greening the Economy: Its Impact on Growth, Employment and CO2 Emissions: A Green DySAM Analysis

The Green Jobs-A/P, EMPINVEST and Co-Jakarta intends to conduct a workshop to promote a wider dissemination of the analytical work carried out on Green Jobs by the ILO, on 28 Janurary 2015 at Jakarta, Indonesia.

Background

The primary objective of the ILO Green Jobs Programme for Asia and the Pacific (Green Jobs- A/P) is to enhance the capacity of ILO constituents to engage in dialogue on green jobs at the local, national and regional level through access to quality data and information. In this context, several research studies on the mapping of green jobs across the economy have been undertaken with a view to better understanding the linkages between employment, environment and the economy. Country studies on green jobs have been carried out starting in 2010 period in several countries including in Indonesia.

A comprehensive approach for research work on decent work and green jobs at the national level has been developed based on experience in five countries (studied between 2010-2012) and this consist of four phases; a scoping study; the building of an analytical tool for estimating the employment impacts of green policies (I-O tables, DYSAM); use the tool for modelling green policies in consultation with the national constituents and; building of the capacity of the national partners for maintaining the tool and continuing the research effort.

Following this approach, Green Jobs-AP together ILO Employment Department, specifically EMPIMVEST, and the Country Office-Jakarta have conducted research activities with the government and research institutions in Indonesia. The research aimed to assess the environment-economy-employment linkages at the national level and the mapping of ‘green jobs’ on the labour market in Indonesia. The research was also undertaken with the end in view of further proposing an up-to-date methodology for the evaluation of the socio-economic impacts of environment driven policies. The methodology was based on the design and use of a dynamic Social Accounting Matrix (DYSAM) developed for simulating employment generation through the SAMASAMA project executed between 2008 and 2011. The 2010 green extension of the SAM derived using the expanded Indonesian dynamic Social Accounting Matrix for 2010 with an employment and a CO2 satellite accounts builds on the previous project phase (Phase I, DySAM 2000-2008 and DySAM enhanced and update/expanded 2009-2010) and the previous collaboration with the Government of Indonesia in the development of a first and later versions of a DySAM. Through the use of the extended and expanded 2010 SAM extracted from the latest DySAM, the simulation of the employment and environmental impacts of environment driven policies in Indonesia, including REDD+ and associated climate mitigation related initiatives in Indonesia had been undertaken. It is envisioned that results of the research will support the development of a plan for in-depth and self-sustainable socio-economic sectoral analysis and monitoring at the national/provincial level in support of the national strategy on REDD+.

In line with the foregoing, the Green Jobs-A/P, EMPINVEST and Co-Jakarta intends to conduct a workshop to promote a wider dissemination of the analytical work carried out on Green Jobs by the ILO, in particular the presentation of the Green DySAM methods and findings resulting from a Green DySAM analysis. The focus was given on the analysis of the employment economic and environmental (CO2 emissions) impact of a shift towards a greener economy in Indonesia. The idea is also to support the tripartite partners and other stakeholders to discuss employment implications and decide on policy and project options for Indonesia.

Objectives:

1. To promote awareness and better understanding among wider/broader base of constituents of the analytical findings under the Green Jobs Mapping Indonesia and the Green Dynamic Social Accounting Matrix (DySAM) analysis and modelling support.

2. To facilitate discussion and sharing of relevant national policies and programmes which may benefit from the application of the results and/or use of the Green DySAM methodology.

3. To provide a forum for shared assessment of the above thus providing the critical basis for consensus on the roadmap to a job-rich, inclusive green(er) economy, informed by the analytical findings and experiences shared among constituents and stakeholders.

The international participants, shall include the ILO Team- Bangkok and Headquarters Specialists and International Consultants(s) as well as representatives from international organizations with representation in Indonesia.

Programme

The workshop will be a four-hour event starting at 0930 and ending at 1330. It will be an interactive forum consisting of a presentation on the Green DySAM results by the ILO Team and interventions by discussants and representatives from agencies invited.

The event will be opened by CO-Jakarta and co-facilitated by the Environment and Decent Work Specialist and the Senior Employment Specialist.

Coffee and lunch will be served.

Roles and Responsibilities

The conduct of the workshop will be managed by coordinated by CO-Jakarta, co-facilitated by GJ-AP and Dev/Invest.

CO-Jakarta shall:

Identify and book the venue (including other meeting requirements such as food and equipment).

Invite and confirm the participants.

Document and prepare a report of the workshop

GJ-A/P or the Environment and Decent Work Specialist shall:

Provide support to funding the workshop through coverage of mission costs (of the Specialist and one representative from IGES) and contribution to the cost of venue and food

Contribute to the discussions on the overall perspectives of the Green Jobs-A/P and facilitate the discussion on way forward at the end of the workshop.

EMPINEVST shall:

Provide support to funding the workshop through coverage of mission cost for the Senior Employment Specialist and the International Consultant

Work with GJ-A/P and CO-Jakarta to finalize the flow of the workshop.

Work with the International Consultant for the preparation and presentation of the results of the DySAM and other relevant interventions.
